Honestly, Chromebooks are expensive. For like 5-10k more, you get a pretty good budget laptop with i3/Ryzen 3 CPU that can do much more than just web browsing or basic doc editing. I see that HP 11A for 25k, basic laptops with HDD start at 30k. Add more RAM & a SSD to it for a great budget laptop. This is one such laptop:

The CPU should be as good as AMD A4 of HP 11A or better. It has a 768p display vs 1080p in the previous model.
IMO get that Lenovo one. If you can't add extra RAM or SSD now, look into dual booting Win10 + ubuntu while using UEFI mode. Ubuntu is more lightweight than Win10 (which needs 8GB RAM + SSD for a smooth operation now), so will run fine on 4GB RAM + HDD. I'd any day prefer ubuntu over ChromeOS, although the latter is more simple to use.
