It is for an engineering student 1st year. it is expected to be used for the entire duration of the course.

Screen resolution : Full HD Preferred

Battery back up : normal (3-4hrs)

Beware of TN panels, else can buy whatever Lenovo has with same specs. Many 15.6" laptops around 40k have a TN panel. Like HP 15 with same specs has a TN panel with non-backlit KB vs HP 14 which has an IPS panel with white backlit KB.

220nit panels are mostly TN, Some 250nit TN panels exist, will likely not mention IPS or mention 500:1 contrast ratio.

Its still an HP 14 like the R5 5500U one. You might get better performance, but these laptops are not meant for high performance, but you will get lower battery life than AMD. So just save money with 5500U variant.
