Check out this Toshiba model. A friend of mine bought it about a month ago and he's satisfied with the performance.

If you reduce your requirement of the screen size to 10", you can get a lot of netbooks at a price below 19k. Intel Atom processor based netbooks from almost all the brands are available at this price range. They have upto 8 hours of battery backup and are very light to carry along with you.
