Is it possible to underclock mobile Intel processors ? ?

I will be getting my laptop very soon.

I think I will get a laptop with either a T4300 or T6400 or a T6600 processor.

I use a BSNL 2-8 free download enabled broadband connection and so will use my laptop to download/upload during that time.
As it wont be used for anything else other than downloading, the running processor will waste a lot of energy.

Is there any 3rd party software or any BIOS option to underclock the processor to around 600-900MHz speed ???????

Yes, If on windows you can use this: Notebook Hardware Control. It hasn't been updated since a while but it supposedly works under Vista and 7. You can create profiles and schedule a lower clock speed profile to fire up at a particular time of the day (or night).

If on Linux you can use cpufreq utility and have a cron job for scheduling.
