Is i3 (10th & above generation) with 16 GB RAM give same or better performance than 7th gen i5 with same amount of RAM?

I am currently using the 7th gen 12 GB Ram & ssd & need to buy new laptop for Android app development. Latest generation i5 is too expensive for my budget. i3 /Ryzen 3 laptops price range seems ok but they come with 8 gb Ram by default which is not enough for Android studio along with browser, WhatsApp web etc. Also as I'm working remotely, Microsoft teams will also running. Does this mean 16 gb ram not supported or means there won't be significant difference in performance? Are these upgradeable to 16 GB ram?

Specify the exact CPUs being compared, but most likely 10th gen i3 will be better than 7th gen i3. Also, fill the questionnaire for laptop purchase & post it in the correct place.
