Is Display Resolution spec the max size of photo taken by mobile camera?

I am slightly confused about understanding here. Take for example Vivo Y21L model.
Its display resolution is 854×480 pixels. But nothing is mentioned about the max size of photo that can be taken by its 5MP camera.

So is it that the display resolution of a mobile phone = max resolution of the camera?
Alternatively is it possible that the camera is capable of HD resolution but display is scaled down version of the same to optimize cost?

Can anyone help me in clarifying this doubt?
Thanks.

Camera's Resolution is which is takes pic and stores on your phone!!
