Honestly speaking I don't have good idea about a lot of parts at such high budget, but will answer where I can.

Get AMD CPU, easy answer as R9 5950X is much more powerful than i9 11900K for CPU intensive tasks.

Mobo VRM test results:
mobo VRM X570 full.png

I don't even know what those top mobos add over say X570 Tomahawk, but look for small features that might or might not be helpful from spec sheet.

RAM - Yes, 3600MHz is good, go for RGB, if you want.

SSD - 980 Pro is top end Gen4 SSD & WD Blue is a top SATA SSD.

PSU - Great. RM series is low in stock since last year in India. See if you can grab RM or HX. Refer this list for other PSUs:
PSU Tier List

Cabinet - Heard a lot about O11, not sure how it fares for airflow. Check review by Gamers Nexus

Cooler - NZXT Z73 seems too overpriced honestly. Lian Li Galahad 360 is a good 360mm AIO from what I know. Check reviews, don't just look at temps, look at noise levels as well. Also look for reviews which test at 200W CPU load or more.

Fans - Noctua & be quiet are well reputed for airflow. Not much idea.

GPU - Why stop at 3060? If you are into gaming & will get a 4K monitor, get RTX 3080 LHR IMO. Costs ~1 lakh these days. Asus TUF/ROG & MSI Gaming X trio are good models w.r.t. thermals & performance. See what SP Road sellers quote. Due to shortage, you can settle with whatever you get at a good price.
Buy MSI RTX 3080 Gaming Z Trio 10G LHR at Best Price in India (1.13L)
Buy Inno3D RTX 3080 iChill X3 LHR at Best Price in India (96k)
This is Ankit Infotech: PC Studio-Ankit Infotech(One stop shop for PC Solutions)

Monitor:
4K 144Hz - LG 27GN950, costs 60k usually.
IMO get a 2nd 27" 2K monitor, Acer XV272U is a good budget option or Gigabyte M27Q (if you won't be reading too much text from it). If it will be in potrait, never mind, get a 24" 1080p IPS one.

Thank you for your quick reply. So AMD it is then. Looks like I have to look closer at the MB choices Ive made, I am a little hesitant about MSI, I would prefer ASUS or Gigabyte .
I will go for RGB Ram. I hope I have the ability to turn off all these RGB's if I am closer to epileptic shock. NZXT Z73 is way too pricey for its worth you say? Would Lian Li Galahad 360 do the job? I would be running the system all the time. I could go for DIY cooling, but I see its complicated work and its way too pricey. Any idea who at SP road could do it?
I will go for 3080 GPU, Would prefer ASUS or Zotac. What does LHR mean? Ive seen it pop up quite a few times.

The Monitor's are nice choices, I will add these to my list.

About the cabinet, which one would you choose if you had to put together a system like this? I am also looking for a case which comes with RGB fans.

NZXT Kraken Z73
Check the review here, Z73 seems noisy because of its out of the box profile. Take Deepcool Castle 240 as reference from there

Lian Li Galahad 360 liquid cooler review
Here Galahad seems quieter than Deepcool Castle 240 while running cooler as well, like Z73. Not a great way to compare, but I will conclude that both Z73 & Galahad 360 are close to each other overall. But Z73 has a LCD display & costs 2x here, so there's that.

I don't know who does custom water cooling in SP Road, maybe ask there. Usually its more expensive than an AIO but maybe costs similar to Z73, not sure. Ask & see what they say. There's another seller called TPS tech in Bengaluru, but located in Sanjay Nagar.

LHR - Low Hash Rate - means lower performance for ethereum mining (crypto). Doesn't affect games or other graphical tasks from what I know. Crypto miners were ready to pay the overinflated GPU rates, so LHR models have been a boon to gamers, somewhat. Zotac's triple-fan 3080 doesn't have the best thermals, but as I said, due to GPU shortage, grab whatever you find at a good price. Asus TUF RTX 3080 is a great GPU model for sure.

Regd. cabinet, I have no idea what lies beyond Lian Li Lancool II Mesh, CM TD500 mesh, Phanteks P400A, all of which cost just 8k+. Consider me a small person who will never spend over 10k on a cabinet. As I said, check O11's review by Gamers Nexus & read user reviews at reddit maybe.

Thanks again omega44-xt: for your suggestions

NZXT has a cool feature that displays the Temp on the heatsink. It is costing twice as much as any other in that range. (Well you already mentioned these) Lian Li Galahad 360 is also rated decently. I will make up my mind once I have rest of the Parts confirmed and closer to purchase.

I reckon Custom water cooling would cost as much to assemble. So I would drop those plans, We are not there yet with DIY water cooling.
Appreciate you educating me on the LHR. I really don't want to be spending 1.5 x of the Graphics unit.

I could just buy all components and assemble without GPU, but the processor doesn't have on board GPU.

I am ready to wait, as I could hold off on gaming for a good while for the right time to buy the Graphics card, But I would like to use the system.

What would be the barest minimum of Graphics card that I could buy now, for say just basics(Coding, Youtube 4k Videos)?

IMO, if you are willing to pay 1 lakh, just buy that Colorful RTX 3080. Even in Dec last year, 3080 were starting at 75-80k, 65k 3080 FE edition was a rarity, now a myth. See if you can find a 3080 for 1 lakh, just buy that.

Problem is, cheap GPUs are way too overpriced as well. Like 20k worth 1660S is close to 40k.

New link for 3080:
Buy Inno3D RTX 3080 iChill X4 LHR | 10G GDDR6X at Best Price in India
Buy Zotac RTX 3080 Trinity OC LHR at Best Price in India (I'll pick Zotac for 5 year warranty with registration)

Ask sellers here for RTX 3080 LHR prices:

I have bought multiple peripherals from here, there are trusted sellers there. Just ask for vouch in a new post, if you feel unsure about the seller's genuinity.

I thought that a big-budget would guarantee an easy build. But damm, I am in the process of realizing the hardship one faces in sourcing the parts for assembling a high-end PC.

I have sent the list to Ankit, lets see if he can source and sell it to me at the best prices.
Thanks for the FB link, however, I see most sellers are from Mumbai/New Delhi.

Whats your thoughts on assembling a 3rd gen Threadripper Workstation? Say 3990X PROCESSOR.

If multicore performance for productivity is all you care, 3990X might be for you. But it will bump up the mobo cost significantly, also needs ECC memory I think.

Single-core performance is better in the latest AMD architecture, so 5950X is better in that regard. For gaming, obviously 5950X will be better because of that better single-core performance. I'm not sure how CPU intensive your productivity tasks would be, but R9 5950X is a pretty fast CPU with 16 cores, Intel has no answer for it.

Maybe you can get some parts from those sellers in fb group, like GPU maybe, or extra fans, SSD, peripherals like mouse, KB or headset. Still see what sellers at SP Road can offer you. Amazon sometimes has great deals on mobo, SSD, RAM, monitor, etc, so keep an eye there as well.

WOAH!
Congratulations!
How much you paid for 3080?
Those QL fans really add the Oomph! but how are you managing the wires?
At least post pictures of this beast after completing the assembly. I want to see how does it look from outside and inside.

Did you check the Lian Li's own Uni fans before finalizing on the QLs? Those would have saved some good cable routing work on the back side of the cabinet.
The setup looks great I want to say, especially with the Tron kind of lines on the GPU. Good stuff.
