I have been said the same thing bluntly many times right here on this forum, so doing the same. I think its a part of the guidelines.

I want to know how can we make a forum like digit, for a college website.
I would suggest following things

1. Get a good domain name its cheap
2. Get a good hosting package, don't go for free hosting they can go down any time.
3. If you want to build a forum like digit then you can get a vbulletin license from vbulletin.com, or if you dont have that much money then you can settle for any free forum softwares like MyBB or PhpBB. If you are new to forums then MyBB is best or if you are good with php programming then you can go for PhpBB.

Huh, you're scaring him away from PHPBB. Its not so bad that you need to know programming. MyBB is not opensource btw. But anyway I don't want to start a fight about OSS and non-OSS.
Also there are vbulletin cracks available (google for them) if you really want vbulletin :p
But don't get into some legal issue :p

SMF is also good, i have tried it. My website didn't catch up, but SMF was easy to use and had good features. Download from here & give it a try *download.simplemachines.org/

If you want your forum to run fully fine and totally out of the box, then I would suggest using MyBB. www.mybb.com

MyBB is better than phpBB and has a much better Admin CP.

Although phpBB has a lot of modifications available, but installing and mantaining them can be a pain-in-the-arse. With phpBB, you might end up installing mods for the most basic things like AJAX quick reply which already come by default in MyBB.

Secondly, you would need a hosting provider which provides PHP5 and MySQL. (everyone provides :p)

Well if you dont wanna waste money n wanna open a good forum and get a Good domain then

PhBB - make ur forum fro this
and get domain .net from RG3.net

Simple...

forum softwars cannot be installed locally, just in case you don't know this (In which case, I doubt if you would be able to make a forum).

To make & test the forum on your own machine you can use xampp server or any other such server software that are available. at the moment, I remember only xampp coz my brother used it

phpBB 3 has inbuilt quick reply box ;)

They had too many reports/suggestions about this.
