Dont know abt this toolbar, but you can create your own custom IE toolbars using *www.hallogram.com/webtoolbar/

Duh .. That looks to me bookmark toolbar .. Right click on toolbar in IE and select Links ..

yeah! batty is right
Its bookmarks toolbar, from the screenshot it seems u r using firefox.
So right-click on the toolbar and select "Bookmarks toolbar".
