How good is an old HP laptop with these specs

In the zone
Intel i3 2nd gen, AMD Radeon graphics, 4 GB RAM, 1 TB HDD.

Currently it is not booting. Have given it to the service centre to check the issue. It is running in windows 7. If I install Linux or Chrome OS Flex is it good for basic tasks?
