help with net (uplaod speed)

now guys i have 128kbpz exatt net connection...
i stay in India -mumbai..

my downlaod speed is 16kbps..
but uplado speed is totally down..
when i try to uplaod some thing...
it shows me speed less than 1kbps...

but while when i use torrents...
it uploads stuffs(seed) at nice rate....

well the uplaod speed is so less that i cant even uplaod any image to any image hosting site...

the thing only i knwo is that port used by torretns is different than normal downlaod...
so is this a port problem....
plz if some one can help...
i will be thank full to him.....

I have the same connection and i occasionaly face such problems. Call the andheri west office and shout your self silly for a while, and then ask them to reset their switch. Even if you dont, it should automaticaly clear up within 7-14 days when they put their server through the regular mantainance procedures.
Btw the Andheri office number is : 56450200.
