hey fellows i was just wondering how many versions of cs are there?? and are they all legal without steam i mean to say that what versions fo cd do they use in tourneys like wcg etc..... and is is the steam cs?

There are many versions.Commonly used ones include 1.5,1.6,Condition Zero and Source.Professionals these days play 1.6 or Source.
