Help setting up a proxy server

At college, we have a lan network of many computers interconnected to each other and the Internet. Since I work for the social media promotion team of a college event, I was given a separate internet connection. The problem is as follows.

The college campus is interconnected and hence you can connect to any router from anywhere. To be specific, my ip is 192.168.1.127 via 192.168.1.1 (gateway) (router also) while all other systems are 172.16.xx.xxx connected via 172.16.0.1
My wifi facility has a ip range of 10.103.xx.xxx via 10.103.1.1. The problem is that 10.103.1.1 is connected to 172.16.0.200 which is not connected to 192.168.1.1. Since 10.103.1.1 doesn't allow ips outside it's dhcp range, I cannot connect to 192.168.1.1.

So what I did was , I set up a proxy server at 172.16.0.200. I assigned the system 192.168.1.127 via 192.168.1.1 and then via advanced in TCP/IP added 172.16.0.200 via 172.16.0.1. The problem is I can't even ping 172.16.0.200 from my wifi despite being able to ping 172.16.0.1 and 172.16.0.201 among all else.

What am I doing wrong? How do I set up the computer to connect via 192.168.1.127 while listening on 172.16.0.200. It has one ethernet port only.
