Help me find an amazing gaming PC config

Hey guys

Request some advice on helping me pick out a new gaming PC :

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')

Ans:
One-liner: A powerful gaming rig that wouldn’t require an upgrade in the next 2-3 years and run the current crop of resource-heavy titles at max settings
Details:
I haven’t owned a desktop in over 3 years due to multiple transfers across India. Finally settled down back home and intend to invest in one.
The major performance-hog would be gaming. Apart from that I only indulge in browsing and the occasional movie or so.
I play a lot of games – lot of WoW and DoTA, but also the new crop of titles – Dragon Age, Witcher, and the works. Predominantly looking for a config that would let me run a game such as Witcher 3 (this seems to be a common benchmark used in this forum) at max settings or somewhere close to it.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: I would like to stick to 80k as an upper cap for CPU + Monitor, but willing to extend to 90k

3. Planning to overclock?
Ans: Haven’t before, don’t intend to

4. Which Operating System are you planning to use?
Ans: Windows 8.1

5. How much hard drive space is needed?
Ans: Looking at a minimum of 1TB internal storage. To be honest, I haven’t really used SSD or researched much on them, so not sure if it’s a good idea to invest in them, or how the Storage + SSD combo works

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Intend to buy a Dell S2240L and would be included in the 80k budget

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Already have a mouse, keyboard, xbox controller.

8. When are you planning to buy the system?
Ans: In the next 5-6 days

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: I haven’t built a desktop before and would prefer getting this assembled by a pro

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Bangalore – very open to buying locally. Don’t mind online purchases as long as I get the items fast and assembler is ok with it

11. Anything else which you would like to say?
Ans:
1. I have heard a lot about liquid cooling – is that something I may be able to fit into my extended budget of INR 90k?
2. GTX 970 minimum

^ Remove the KB+mouse from this config as you already have them. Use the remaining money to buy a xeon 1246 v3 or an i7 4770 instead of the i5 4690.
 
And since CPU is not 'K' series, better go with stock Cooler instead of Hyper TX3.
You could cut down price by getting non modular Power Supply and Kingston SSD are cheaper than those of Samsung.
Save some few things here and there, get more RAM or a better CPU.

I see the fundamental difference between the first suggested config vs. the second suggested config is in the processor( Intel Core i5 4690 vs. Intel Xeon E 1246 v3).

Just had a question on what would be the fundamental difference between the two and is there a noticable difference between the Core i5 vs. the Xeon.

xeon e3 1246 v3 is a 4 core hyperthreaded cpu which means it is equivalent to an i7 at similar clocks. i5 has only 4 cores without hyperthreading. in applications which uses multiple threads with ease, a zeon 1246v3 does the job faster than a similar clocked i5.

it is always better to have an aftermarket cooler when you have an i7/a xeon with hyper threading no matter whether it has 'k' associated with it or not!
 
Not really.

Xeon can handle gaming very well + it is much more awesome for editing stuff.
Just that Xeon does not have inbuilt graphics, which don't matter because there will be a discrete GPU.

xeon e3 1246 v3 does indeed have integrated graphics.

in terms of gaming 4690 will be faster then xeon e3

both belongs to same architecture and have the same clock speeds. that xeon has an added advantage of hyperthreading.
i think that is enough to clarify your 'confusion'!

One more question - majority of the parts are available online on flipkart/amazon/other sites. And I have a lot of people who would be able to help me with assembly.

Would you recommend I still go to a place like SP Road to pick up my desktop, or purchase online and get them assembled?

Go to Golchha Computers, Opp: Amar Radio Corporation, SP Road, Bangalore and buy all the above components from them and in the end they will assemble the PC for you free of cost.

PS: Bargain a lot.

try to enquire in local shops. you will get far better deal than online deals. as told already, have a visit at golchha IT or ankit infotech at sp road.

did not know hyperthreading helped in games. didnt knew 4690k needed proof to be faster then xeon in terms of gaming performance

first of all 4690k is out of question here as op does not want to overclock. nobody suggested it either. even you mentioned 4690. hyperthreading does infact helps in some of the games. do you think a pentium cpu performs similar to an i3 in all the games? if yes, then i am sorry, i cant help you.
secondly, most games are not matured enough to use more than 4 cores effectively and this hyperthreading on an i7/xeon may not be used for that matter.
simple google will do the trick

man do you even game? reason for suggesting 4690 was its better in gaming for less price then xeon.
