I want to buy a graphics card

my needs are

1. Video editing 1080p
2. Photo editing
3. gaming

Budget 15k

I waited for 1650 but now the reviews telling that 1650 is not worth for the money and it packs some old tech( packing the old Volta NVENC (Nvidia encoder) instead of the latest Turing NVENC.)

So I confused

The 1060 3 GB is selling for 13,800 in mdcomputers and 1650 selling for 13,000 at mdcomputers

But in the reviews of 1650 , the compartivie benchmarks shown as 1060 is giving high FPS than 1650 at same price

But 1060 is older gen and not fit in future proof setup

So I confused

1660 is out of my budget

please guide me

If budget is not a constraint then i would suggest considering the gtx 1660-it lends itself very well to gaming, not sure about its effectiveness in video editing tasks though.

Edit: i seemed to have missed the part where you mentioned that 1660 is out of your budget. In that case you will either have to get a 10 series gpu from nvidia or get a rx 5xx series gpu like the rx 570 4gb.

Buy Sapphire RX 580 Pulse OC 4GB GDDR5 (11265-32-20G) at Lowest Price in India - mdcomputers.in

What are the things I have to lose if I select AMD RX 580 over Nvidia 1060 / 1650 in terms of Video Editing , photo editing and other Compute based apps ? (That is the CUDA unavailability in AMD )

AMD has their own openCL technology to compete against nvidia's CUDA. You can see the supported software list below:
List of OpenCL applications - Wikipedia

RX580 is also more power hungry but your TX650M is more than enough for it.

So majority of Apps supporting OpenCL also ..?

But rx580 is 2 years OLD . Does it make a concern ?

Not unless AMD releases navi GPUs in computex (and they end up performing like a 1070 for 150$ budget).
Sad fact is I waited for 1650 for 6 months

You claiming that ₹15000 AMD navi gpu will perform like ₹28000 Nvidia 1070 gpu ?
.
How this will be possible ?

RX580 is a great value right now. That & GTX 1060 are definitely good GPUs, no major disadvantage for them because of the older architecture.

If you can wait for next gen AMD GPUs, then good, but the successor of RX580 will be priced at ₹20k or more for sure. If it's a $220 GPU, expect it to be priced ₹22k. RX580 was launched at $200/$220, I'm not expecting the price to go down. So don't expect it to be 15k, save some extra money by then.
