manage your content and devices
Go to country settings
Change to US
then download both of those apps
when you have 1000 points, buy GTA san andreas
You will have 2.3k points total after that..

Just a word of caution. Change your country to US country *before* buying any of those 5 apps. If you buy 3 apps first, then change country and then buy the remaining 2 apps, points may not reflect correctly.
I had to delete the apps and start all over again to get all the points.

just install. it will give you warning that "you might buy an app which may not work". ignore that, and continue with purchase.
