Hey!

I will be buying a new gaming PC within a budget of 1.2Lakh. This includes monitors and a speaker for it.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Gaming, Movies, Music

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: INR 1.2 Lakh

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Windows 10

5. How much hard drive space is needed?
Ans: A minimum of 1TB, and one SSD

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of the monitor you have.
Ans: 24" or a 27" inch IPS display, if I can accommodate a 4k display, that would be great

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: N/A

8. When are you planning to buy the system?
Ans: Within a month

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Self-built

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Kolkata/and or Online

11. Anything else which you would like to say?
Ans: I don't want to spend an exorbitant amount on the speakers. Something around 2-3k, should suffice.

OP isn't looking to overclock. i5- 8400 would be a better option with a 300 series B/H mobo (since he is looking to build it in a month). PSU is overpriced as Corsair's new CX series has been launched. RX 580 from sapphire isn't worth that price. A 120-256 GB ssd would be optimal and money saved on it can be used on better GPU.

Even though OP is not OCing, AMD gives the best price to performance ratio compared with Intel 8th Gen Processors.
Just check these benchmarks:The AnandTech Coffee Lake Review: Initial Numbers on the Core i7-8700K and Core i5-8400
For a few FPS difference, AMD R5 1500X is a clear winner in terms of price regarding Intel i5 8400 + Z370 Vs. AMD R5 1500X + B350

I was never considering Z370 mobo to begin with. A B360? or H370 mobo costing 7-8k with 8400 would beat 1500x + B350 price/performance ratio in purely gaming usage.

The 4k monitor seems to be on a higher side. I think I'll just buy a 1080p monitor right now. With that budget saved, of almost 20k, can you suggest a better GPU for it that can run a 4k display that I already own.

You can get GTX 1080 for 45-48k. Don't get a mini version and 3 fan version should be preferred unless you are planning to water cool the GPU in future.

Those two, just why? Makes no sense when OP specifically asked to shave 20k off from the monitor for the GPU.

I think I'm up for a 24" monitor, probably from Dell. Let me know if you have a suggestion otherwise.

Moreover, what model/brand of GTX1080 should I consider?

All Dell 24" Monitors are TN not IPS ones so suggesting this: Asus VZ249H 24" FHD LED IPS @ 13k:ASUS VZ249H - 23.8 INCH FRAMELESS MONITOR (5Ms RESPONSE TIME, FHD IPS PANEL)
About GTX1080 8GB, you should always go with Zotac as it offers 2+3 years of extended warranty: Zotac GTX1080 8GB Mini GDDR5 @ 40.5k:ZOTAC GRAPHICS CARD PASCAL SERIES - GTX 1080 8GB GDDR5X MINI (ZT-P10800H-10P)

This is what I went for, use it as a reference, modify whatever you want in this.
Ryzen 5 1600 : Rs 16400
Asrock B350 Pro4 :Rs 7200
Kingston 4X2 valueRAM (Amazon Lightning deal) : Rs 3680
GTX 1080 mini Zotac ; Rs 41500
Deepcool Tesseract or a cabinet similar to that (Temporary) : Rs 2.5k
Antec VP650PM : Rs 5600
LG 27UD68P : Rs 35999 (Primeabgb)
Total : Rs 1,12,879

Rest 8k is dedicated to storage, you can go for a 120 GB SSD with a 1 TB HDD, or a 250 GB 850 Evo and add 1-2k for a 1 TB HDD.

PS: waiting for RAM prices to stabilize before adding 4X2 more RAM.
PPS: ValueRam already tested to run at 2666 mhz stable speeds.

KB/Mouse/UPS ommitted.
