1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Major eSports games like CSGO ,DotA 2 ,LoL ,PUBG .

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 60k (+-5k) per PC ,10 PCs total

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Win10

5. How much hard drive space is needed?
Ans: 1-2TB for storing maximum number of games

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes ,looking for 24" 144Hz monitors(i dont really know if 144Hz is possible in this price )

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: No SSDs,fancy coolers ,Optical drives.

8. When are you planning to buy the system?

Ans: I will build myself .

Ans: Punjab ,open to buy from anywhere .(suggestions are welcome)

Ans: Only aesthetics i want to spend on are RGB cases ,monitor and peripherals.

PUBG at 1080p 144fps is impossible at this price. But others are definitely possible.

Im guessing a 1060 can do it. Not sure about DoTA 2 but LoL and CSGO dont require much in hardware. Try 120hz monitors instead.

Thats a great config, is it possible to switch Corsair Vengeance 3000mhz memory with Adata. Adata may offer RGB but I would put my faith in corsair more. Same price

For an Esports config, the rig suggested by him is not upto standard. Esport rigs only require one thing -> Best gaming performance. The one suggested by minion is far better.
