yes. As DX10 cards gain popularity DX9 games will fade into darkness...
But dont be afraid.. If u hav DX9 card u will still be able to play most of those games...for a couple of years..

None of the Game Developers will release only DX 10.0 games 
even they release one DX 10 based game, rest asure, they will have a DX 9.0c version of that game too....
