try putting samsung drive and liteon on seperate cables.
And vow never to buy Samsung again.

First of all just connect any one of ur drives (either Samsung or Liteon) and start ur PC and let it detect it in BIOS and also in My Computer. Now shut down and connect the other drive.
 Be sure to check the Jumper setting please...
And see in BIOS if this is also detected.

IF not...then possibilities:
 Remove the CMOS battery and insert it after gap of 5-minutes.
 IDE Cable gone corrupt.Buy a new cable.
 Check Jumper setting. It may be wrongly adjusted.
:!: At the last resort...
 IDE slot gone corrupt.Give it to the Company service center.

u'r IDE controller could be doomed.Try thses steps.
1)connect both optical drives on the primary IDE slot and ur HDD to secondnary IDE slot and switch on the pc.If both optical drives get detected and HDD fails to do so then the secondnary IDE is at fault.
2)Which motherboard r u using???try updating the BIOS
3)Have u disabled the the secondnary IDE at the BIOS???
4)SInce its a Samsung drive, famous for failures so just disconnect it and use the lite on drive and also vice-versa.the latter could be the culprit.
