looking for Dual 4G VoLTE Android, Budget approx. INR30000.

Usage are General with no gaming, social networking apps, video watching etc.

good battery backup is expected, like at least for a day.

Considering Asus Zenphone 5Z, OP 6 and the LG g7 Thinq (don't remember the exact model name). Samsung galaxy S8 will be available for 30000 i think.

i am planning to buy Galaxy S10 next year and then use this one as secondary phone for around two years, so nice build quality and Regular updates are expected.

shall i buy it now or wait for OP 6T? not much considering 3.5mm jack as i think they will provide a type c to 3.5mm adapter.

Waiting for 6T might be worth it as bump in battery is always a measurable improvement.
But its going to be atleast Rs 5-8k more than the 6 GB OP6 that is available right now.

S8 is indeed available for 30k. S8 has better cameras than OP6 (except for portrait mode) & is compact. Battery life seems similar (these are based on personal observation, a friend has OP6). But S8 won't receive Android update after the Pie update.

Asus 5Z, OP6 & LG G7 are all good phones, with G7 being the best among them IMO as it is a proper flagship. Although OP6 has an AMOLED screen, stock-ish android & faster updates, so it is a great choice as well. I personally don't want a phone without headphone jack because while traveling many times I have used my phone for watching videos when it was being charged with a power bank, so not worth it to wait for OP6T(launch next month).

For a secondary phone, why don't you buy something cheaper with good battery life like Moto One Power? It has a much better battery life compared to all flagships (maybe Note 9 & Huawei Mate 20 will be able to come close). It is powerful enough for your usage & being an android one, it should receive future updates. By spending 15k more on OP6 you will get a better display but other improvements like better SoC & camera won't be of much use to you based on your usage.

One plus 6 is currently available for 30k with one time screen replacement and is better buy as per me. One plus software support is top notch they gave android pie just in 45 days after android pie is released.Battery backup is very good, AMOLED though 1080p looks awesome with DCIP3 and stock clean UI camera takes awesome photos with modded Gcam
