Dell Inspiron 15 R is unbelievably slow

My Dell Inspiron 15 R notebook featuring Intel Core i3 , 2 GB RAM, 64-bit Win7 Professional is very slow in running all tasks. Although its an i3 but it gives a feeling of Celeron. Its a 2 yr old laptop & it has always been this way , how to make it run fast???
It has ESET smart security 6 installed.

1. set the pagefile size as 250-2048 MB instead of auto
2. remove unnecessary apps from startup using Ccleaner
3. fix registry errors using the above and do a system clean too.
4. disable windows update
5. disable windows update service, windows media player network sharing service, windows search service.

Tried the ones in bold. It became fast for just a couple of minutes right after setting the pagefile but eventually its back to its original state. About others: is that ok from a security standpoint?
