CPU usage spikes in games

Hi guys, posting after long time.

My pc specs are mentioned in my signature.
Suddenly since 1-2 weeks my cpu usage is keeps spiking at 85-99% in games.
In CSGO when I spawn the cpu usage is ~33% when I start walking it shoots to 85-90%
In GTAV it stay in 85-99%, yesterday it suddenly stayed at 100% for nearly a minute with 1-3 seconds of random freezes
I even cleaned my pc last week to make sure it's not the dust or anything.

Something I noticed in task manager is that svchost.exe keeps jumping up randomly when i keep the processes sorted by cpu% descending.
right click->goto services shows - Power, plug & play & DCOMLaunch selected

I ran MBAM & uninstalled unwanted applications as well.
Something is abnormal, can someone help?

Did you check the thermal paste thingy by re-applying it?

Did you check whether the heatsink is properly seated or not?

Check both and confirm.

Isn't CPU usage supposed to be higher when there is actual usage?

Games can be pretty CPU intensive and I think its normal for CPU usage to shoot up.

Mostly todays PC Games tax the GPU more than the CPU.

Like Ashes of Singularity games, use CPU cores/threads more. The more the cores the more fluid is the game while playing.

Its the GPU that needs to be of uber quality in todays gaming scenario.

Like any i5 6th gen + AMD RX470/480 is a awesome duo.

Will check that.

yesterday removed some unwanted softwares & now GTAV is taking max 60-65% cpu.
but csgo is taking 77-88% cpu in game

Reinstall OS ?
This has to be done with MS OS after several months, otherwise something fuks up.
