CPU+MB+RAM for Photo/Video Editing - 20k

My friend's 3rd gen i7 set up gone kaput. There were so many repairs in the last the couple of years, he is not up for repairs again this time. But he has very limited budget right now. He doesn't have any working dGPU either. He doesn't have any more budget for after market cooler or dGPU right now. He will add them later but not in the near future. I suggested to go for used GT210/710 or something for the time being, he doesn't want to go for used product. So iGPU is must.

4600G fits the budget, but he is asking if he can fit 5600G or i5 12400 by going for cheaper motherboard. He is leaning more towards i5 set up.

Can he go with H610 board? I read Intel CPUs draws high power thus increasing temperature way too much. I don't think he will want to tinker with the board and try undervolting. So how is H610 with i5 12400 and stock cooler for video editing?

With 5600G, I am bit doubtful with these two boards B450M Pro VDH or B450M DS3H. This will bring the bottom number under 20k. Can B450 handle extended stress of video editing?

Does he have any other good options other than these? Any suggestions would be appreciated.

Intel Stock cooler is very bad. I have 12400F and if you enable turbo boost, the cpu will over heat and reach temperatures of 100°c. I had to buy aftermarket cooler for this CPU.

Ryzen 5600 system is better as it will give the same number of cores with better iGPU and better heat sink.
