Feel Pain.
The problem is with your fan. How much old it is?
Also, Did it made any sound and/or any type of smell before going off?

Do u have a multimeter handy? If so, check the voltage on the motherboards' fan slot, if it matches the rated voltage of the fan, Then your fan has developed the fault. But if it does not, then probably the fault lies with motherboard or PSU.

Also, check if any spare fan is present, Plug it, and check it through that fan. That may work.

Possibly, your fan has aged.

Please elaborate ? Is it cpu fan ( processor cooler fan ) not spinning or the pc is not starting at all ? Seen some guys pointing to a non booting machine as cpu fan not spinning before.

If it's only the fan you can fix a new fan on cooler ( you can see videos of it on YT or somewhere else ) or you can get get a new cpu cooler ranging from 1 - 2k depending on your processor TDP and model.

Clean your fan
Cleaning your fan is not an easy task if you haven’t done it before. Try asking for a specialist’s help, as this is a very high precision task. Not knowing how to properly do it could bring irreparable damage to your CPU and computer.
Replace your fan
If nothing works, you should definitely consider replacing your fan. If this does not work, the only thing left to do is to replace the motherboard.

Op has already stated his cpu fan issue has been fixed. Do not unnecessarily bump up old threads. Hope you won't do it again. Thank you for your suggestion though.
