Cheapest possible PC

I have been asked by a friend to suggest him cheapest possible PC including Monitor for educational purpose, I guess he will go for bulk later.. anyways here is the QnA.. He tried local vendors, they were able to give him some dual core cpu with1 TB hdd, 4GB RAM for 13K (excluding Monitor).

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Want something which will be primarily used for coding / learning purpose but casual gaming support would be great , atleaset some games can run on lowest possible config, may be we can go with APUs ie. integrated gfx chipsets ?

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 15K-18K

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Win 8.1 or 10

5. How much hard drive space is needed?
Ans: 500GB to 1TB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: 19inch HD ready will do

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Have nothing yet

8. When are you planning to buy the system?
Ans: Within this week

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: I have done it lots of time but not him.. I dont' want to do either now due to time constraints but will convey suggested config so that he can get it build from local vender.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: He is strictly OFFLINE guy.. so will be buying locally

11. Anything else which you would like to say?
Ans: Want to avoid generic and lesser known brand, looking for some reliable config.

You can look for used PCs too.

You can look for used PCs too.

+1 to this. Also used PCs may be better. I got a 560Ti+Core2Quad @6k, which is more than decent.
