extend a bit and get the asus fonepad,you wont be disappointed
chinese tabs around 5k arent worth it at all

by 3G connectivity if you mean sim card, those will cost 8k or more. cheaper tabs support 3G but requires a dongle which again cost 1.5-2k.

Asus Fonepad 7 2014: 8.3k. currently out of stock at flipkart but this is as cheap as it goes.
