Budget android 4.0+ phone for developer

I am looking for a budget android mobile for app development.

Requirements:
a) Android 4.0+
b) proper USB driver to be recognised as an ADB device
c) preferably 4.5" or larger screen size (not a must though)

Budget:
I am looking for the least budget fulfilling the above 3 criteria.

If you want a phone for development, the nexus series is the best.. followed by sony xperia series..
I think it's important that you aim for a 4.2 device

Don't buy an old phone that isn't much supported, unless you have a deal.

I don't know if a Nexus 4 is available because last I checked the 8GB version went out of stock. But if anything, a Nexus is the way to go because it is directly supported by google and there is PLENTY of support over there at XDA

So, you really don't have much time or you'll have to get it from a friend or so. Whatever you decide, hurry. Here, have a look

Best is Nexus 4
