My friend's desktop has win10. He has bought a bluetooth dongle.
But in "Bluetooth Service" ON button is missing.
He has started the service from services.msc and changed the start type to Automatic.
Done windows update also.
Installed a bluetooth driver.
Device manager has not listed Bluetooth.

He wants to join a bluetooth headphone with that bluetooth dongle.

anything to do with BIOS...Motherboard is Giga B450m Ds3h

There is no "on/off" bluetooth button in usb bluetooth adapters, once it is installed correctly it is always enabled. Check under network adapters in device manager.

Depending upon the dongle, the Soft On/Off button could be available under Settings --> Devices. Not under Services.

From here access link on right pane named ‘More BT options’ and tick ‘Allow BT devices to find this PC’. From here you can make that device discoverable. However if the link 'More BT options' also does not appear then device is not detected by Windows

If the device, after plugging in, does not appear under Device Manager either as Bluetooth device or as a device with an exclamation mark or something like that (as a device for which drivers need to be installed) then there could be a problem with the device itself.

Try plugging it to another USB port / Another PC / Laptop and check again.
What is the make/model of the dongle? Did it come with any Mini-CD containing any specific drivers?
W.r.t. BIOS, there won’t be any setting to disable BT as there’s no on-board device, however there might be switches to disable USB ports.
