IMO start with a basic phone, then move on to smartphones. Not all kids are responsible. Better to pass on old used phones, that's how I got my first phone. Still, I don't think a 7 year old needs a phone.

Why would you need a smartphone for a kid? Just a basic mobile is enough, if you want to be always in touch.
Giving a smartphone at this age, will only spoil the kids education.
