I want to remove and add background, foreground and casual wear on my photo.

Is there any free android apps?

Yes.

For instance I want to add casual wear / formal wear on my photo and change the background to club/beach/tourist spot - eifel tower, burj kalifa.

I don't know about any app that does this, but I think you can do all of these better with some tool like photoshop.
