1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: AAA titles at 1080p at medium to high settings at 60fps, Photoshop and Lightroom, browsing, media consumption and et cetera.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 50k, without storage and keyboard and mouse.

3. Planning to overclock?
Ans: Later, when I upgrade from stock cooler

4. Which Operating System are you planning to use?
Ans: Windows 10

5. How much hard drive space is needed?
Ans: Will deploy old ssd and hdd as of now, intend to add a high capacity NVME later.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes, 24" 1080p

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: SSD, HDD, keyboard and mouse.

8. When are you planning to buy the system?
Ans: ASAP

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yes

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Everything online.

11. Anything else which you would like to say?
Ans:

kamehameha!!
For 1080p60 med-high in AAA games, don't go below a 1660.
As for the monitor, you should prefer one with freesync and as high refresh rate as possible (since you won't upgrade that for a long time).
@SaiyanGoku how is this compared to getting 1650
1650 doesn't justifies its price and a 3GB 1060 is limited by vram.
I'm not sure about how r5 3500 performs vs an i5 9400f (both are 6c/6t with same boost clocks).
UPS -APC 600VA -2.3k (Amazon.in)
Don't include UPS unnecessarily and compromise on core parts. If OP has a power situation at his location, he would've arranged for a solution already.

R5 3500 & i5 9400F seems to perform similarly, with 3500 having slight advantage in some:

1060 3GB does outperform 1650 even if limited by VRAM, I think its 10%+ faster.

RX570 at 13k is a better choice:

To sum up, a recommendation (which others also agree on, hopefully):

CPU - AMD Ryzen 5 3500 - 11k

Mobo - ASUS TUF B450M Pro Gaming - 8k

RAM - 2x8GB DDR4 3600MHz - 6.1k

GPU - Asus RX570 - 13k

PSU - Corsair CX550 - 4.5k

Cabinet - Cooler Master/Antec/corsair mid tower ATX - 4k

Monitor - LG 22MP68VQ 22" 1080p 60Hz Freesync - 8.3k

Total - 54.9k

That monitor isn't 24" but is IPS with freesync support.

Thanks for the suggestions, anupam's suggestion looks very well balanced but the RX 570 architecture is so old maybe I should just shell out 5-6k more and get a 1660 super? but then I loose the benefit of the freesync monitor.

If you can spend 7k extra & get 1660 Super, that's much better for sure. You can use g-sync in many freesync monitors, not all have 100% support, but you can try out, otherwise it use v-sync for 60fps capped smooth gaming. R5 3500 + 1660S should be able to hit like 70-80fps at 1080p ultra in a lot of games, even new ones. In some pretty demanding ones, like AC Odyssey, you might get something like 50-55fps. Overall worth it to spend ~62k instead of 50k now.

I am unable to understand why people suggest 3600 CL19 ram when 3200 CL16 is overall faster and cheaper
Who said it is overall faster? Ram performance does not depend merely on CL timings,it is a product of both frequency & CL timings.A 3600 CL19 ram is almost always better than a 3200 CL16 ram except in some rare cases.

Any ideas to get the Asrock B45o Pro4 instead of the Asus mobo? Seems like its sold out everywhere other than amazon where its considerably overpriced.

Nothing you can do,it is always out of stock around this time of the year(happened last year too). Either wait for it to come back in stock or get asus tuf b450m pro gaming.

I heard 3200 CL14, not CL16, is faster than 3600 CL19. DDR4 3600 CL19 should have decent room for manual tuning if someone is up for it. DDR4 3200 CL14 is pretty expensive last I checked.

Lots of numbers here:

Edit: This video compares gaming performance b/w DDR4 3600 CL18 vs 3200 CL16. DDR4 3600 CL18 is a bit better in some cases, but overall it's nothing major.
