~50-60K PC for 1440p gaming, hobbyist machine learning, what parts to buy?

Right off the assembly line
My budget was way too low for my expectations in the post below. Here's an updated list of what I think should run at 1080p, 60 fps: System Builder - Ryzen 3 1200 3.1GHz Quad-Core, GeForce GTX 1060 3GB 3GB Mini, 100R ATX Mid Tower - PCPartPicker India Any imporvements/optimisations/suggestions are appreciated :)
  1. What is your budget?
    • 50-60K Rs. Can stretch to 65K if necessary.
  2. What is your existing hardware configuration (component name - component brand and model)
    • A slightly modded vaio laptop. Model: vpceh25en.
    • RAM- 6 GB (4GB + 2GB sticks)
    • GPU, CPU incompatible with Desktop build.
  3. Which hardware will you be keeping (component name - component brand and model)
    • This is entirely speculatory, but I may be able to reuse the 4GB Ram Stick. Don't know the model name/number.
  4. Which hardware component are you looking to buy (component name). If you have already decided on a configuration then please mention the (component brand and model) as well, this will help us in fine tuning your requirement.
    • CPU - Can fulfill same conditions as GPU mentioned below
    • Motherboard - any compatible motherboard
    • GPU - Anything that can play VR at low-medium settings, can do hobbyist level machine learning, and play normal games at 1440p 60fps 144 Hz. Don't know if all three can be fulfilled for the price.
    • PSU - Anything that has sufficient cooling and consistency for sudden power cuts
    • Monitor - 144Hz, Gaming-Oriented, easy to clean
    • Storage - SSD Ideally. Need total of 1.5TB, SSD + Normal.
    • Possible external/extra cooling if necessary.
    • Dust is a problem in my room. Besides frequent cleaning, any hardware to prevent this, if not too expensive.
    • Low-end gaming keyboard recommendation.
  5. Is this going to be your final configuration or you would be adding/upgrading a component in near future. If yes then please mention when and which component
    • Upgrade in 3-5 years. No changes till then.
  6. Where will you buy this hardware? (Online/City/TE Dealer)
    • Bangalore, India.
    • Online (Amazon/Flipkart/Whatever's available).
  7. Would you consider buying a second hand hardware from the TE market
    • Only if it conditions aren't fulfilled by budget.
  8. What is your intended use for this PC/hardware
    • Gaming at 144 Hz, 1440p, 60 fps consistently with normal games for 5 years at High-Ultra for current gen and medium-high for next gen.
    • Play VR games at lowest possible settings.
    • Browsing
    • Host test servers for backend web dev (Think SSH)
    • Hobbyist machine learning
    • Cryptocurrency mining (not 24X7, occasional hobby)
    • Misc Downloads (Movies, Games). Bear in mind my internet is only 4 Mbps, so will be on frequently.
  9. Do you have any brand preference or dislike? Please name them and the reason for your preference/dislike.
    • Amazon's computer components are overpriced; anything will suffice.
  10. If you will be playing games then which type of games will you be playing?
    • Triple-A Action/Adventure/RPGs =Think Witcher, Dragon Age, etc.
    • FPS - COD, Battlefield, Paladins, Overwatch, the usual
    • MOBAs - A lot of Dota, inevitably
    • Strategy - Civ series, RTS Games
  11. What is your preferred monitor resolution for gaming and normal usage
    1. Gaming - 1440p, 60 fps, 144 Hz
    2. Desktop/ General Use- Anything
  12. Are you looking to overclock?
    • Consdering my budget, I almost definitely have to.
  13. Which operating system do you intend to use with this configuration?
    • Windows 10 for DX12 futureproofing, 64 bit
    • Linux - Not sure which distribution; Lightweight (Debian, maybe?) or just Ubuntu. Will probably allocate a 60-100 GB partition for it.

Your ram is useless for this build and the GPU which is suitable for your usage costs 35k alone. Either increase budget or decrease expectations.

Edit: Good 144Hz 1440p IPS monitors cost 60k or above

Amazon prices on Indian pcpartpicker are wrong most of the times. Forget about overclocking.

Corsair Value Select 8GB DDR4 2400 MHz: 5700
Zotac GTX 1060 6GB Amp! Edition: 22900
WD Blue 1TB: 3250
Corsair CX550 (newer model): 4400
Corsair Spec-4: 3110
LG 22MP68VQ-P: 9800

Total: 62560 (all from mdcomputers)
+ KB & mouse of choice

Add/swap with hdd in config if needed:
Adata SP580 120GB: 3700 (amazon)

Here's an alternate build I'm consdering buying in US: System Builder - Ryzen 5 1600 3.2GHz 6-Core, GeForce GTX 1070 8GB SC GAMING ACX 3.0 Black Edition, TESSERACT WH ATX Mid Tower - PCPartPicker I am planning to have a friend bring those parts over when he visits. However, I'd prefer to buy the motherboard, PSU, SSD, HDD and case here (and RAM, GPU, CPU there). Can anyone give me suggestions for those parts that are cheap here in India and are compatible with the build?

You won't get warranty (in India if bought from USA) on any parts except maybe the GPU and would need to ship it back to USA for RMA.

I'm aware, but it seems to be the only way to achieve the build within my budget. Plus, a lot of people I know keep returning/going, won't be major inconvenience to return.

If going for USA Route, get EVGA, it supposedly has international warranty, except there is no service center in india
