One Plus Two should have a good dev support & is a good phone for 25k

Other options:

HTC One M8 Eye is great for you as you don't need a good camera. It has a great build quality, looks great, will get Android 6.0, supports 2300MHz 4G...

Note 3 (Indian version doesn't have Snapdragon)... Check for Note 3 4G, S5 has a 4G variant with S801
