multiplyers

i have a P4 1.7 ghz with 128mb ram and 64 mb geforce 4 mx 420 card.when i used a software called AIDA32 it showed that the maximum clock frequency was 2.4 Ghz but was clocked only at 1.7.in my bios i had two options one was increasing the multiplyers or some thing the other was the clock...
