facetime

Dear all I purchased Ipad from UAE. Currently im in KSA.. i wanna use FAcetime app on IPAD(the version of IOS 6.1.3) but i cant find it on Apple store.can anyone tell me which model is this .. only ipad i written on this device.64GB white color. is it ipad 4? it does support calling features...

i can use FaceTime on my mac n iPod but unable to activate on iPhone....it is continuously showing 'waiting for activation....' my carrier is Airtel....
