A very unusual problem. Please help!

Is it keylogger?

IE PROBLEM
MY IE EXP. GIVES AN ERROR WHEN I CLICK ON IT SAYING //c: WINDOWS.HTM FILE IS ABSENT. I EVEN TRIED REINSTALLING MY IE AGAIN.BUT THE ERROR SHOULD UP AGAIN.WATS THE PROB??????- techsavvy
