Need help buying a new Graphics Card

I am planning to set-up my new gaming desktop and in the January end, my friend is coming from USA.
So thinking of buying a GFX card from USA and identified below GFX card which I am getting in 409 $

I have below questions -
1. Is it safe to get a card from USA. And can I get the international warranty means if anything goes wrong then should I be able to replace here.
2. Is this a good purchase? I am not sure about the XFX company.
3. Any other good option in India with in 30K budget ?

1. What is the intended use for this graphic card ? Gaming or workstation work? (Name few Games or applications are you going to run)
Ans: Mainly Gaming like CS2, Forza Horizon 5, GTA V & 6 etc.

2. Which Power Supply do you have? (Be EXACT while naming the company and model)
Ans: Not now. Planning to buy other hardware also.

3. What is your Max budget ?
Ans: 30K

4. Which Screen resolution will you game at (if applicable)?
Ans: Currently having Acer Nitro Xv272U V3 27 Inch IPS

5. What are your current computer specifications ?
Ans: Not now as planning to buy other hardware also.

7800XT was $420 in Black Friday sales. No repairs for GPUs, if anything goes wrong, it will be a brick.

Intel ARC B580 will launch soon, I expect 27k or so pricing, but let's see.

In general new GPUs like 5070 & successor of 7800XT will be announced soon, so even that might help with price cuts of 7700XT in India. Wait till 3rd week of Jan, will have a better picture. After that take call on the purchase.

Like both same model 4060 but difference of prices. -

Galax vs MSI isn't even a question. Prefer Asus, MSI, Gigabyte, Zotac over Galax or Inno3D or Colorful, unless price difference is too large

Now looking for a graphic card.

So which one should I buy considering my usages for 1440P gaming, streaming games on youtube and playing couple of games.
Also I am tight on my budget.

I got 1 deal for Nvidia RTX 3070 Gigabyte OC Edition - 8 GB in 19K.
4 year old card with no warranty.

How is the deal?
This is I am getting locally.
Bit expensive for no warranty, usually you get 1 year warranty cards for 19-20k. Check it thoroughly & take final call, not like you are getting ripped off if you pay 19k.
