For your tight budget I think you will have to compromise on hardware quality a bit. I have one suggestion:

When I encountered such problem the only solution was changing the motherboard....rest every solution (GPU/RAM/CPU) didn't work.... Never faced any issue after changing the MoBo...
I am posting again now since I never got any time to reopen and reassemble my system. I continued using my system with THE PROBLEM until few days back when I noticed that before boot-up problem my keyboard would just give a flicker on Num-Lock LED.
If the LED stays solid then system would boot...
I have already checked that..no issue found...
I will have to completely disassemble the whole system and reassemble....that's the only solution I can think of. If it runs fine then I will know otherwise I will start replacing each component separately....:wah:
Most of the steps are not applicable here as, like I said earlier, the system freezes at boot logo itself. I cannot even enter BIOS - forget about booting into safe mode.
Well, this time I opted for just "Clear CMOS" step and that didn't work..I had to restart my system 4 times before it booted...
Did I speak too soon? The problem has re-occurred although its less severe now. The system hangs sometimes now and reboots fine after restart. Should I repeat the process of CMOS and disconnections?
