You have to flash it with stock ROM, even factory reset doesn't work sometimes....

For android with ur budget, yes xperia E1 is best choice, but I'd say go for lumia 520 or even 525....

Go for corsair 400r, if ur budget permits 500r is a BEST choice, and corsair RMA is the best compare to many other brands, 400r or 500r(white color if poss)...
