Asrock B450 Steel Legend motherboard takes 60-70 seconds to come display

Dear Guys,
When I power on the motherboard (Asrock B450 Steel Legend) it takes 65 to 70 seconds BIOS logo (Display) to appear even if no storage device is attached then again reboot one time then go for os loading. i change the ram & try to boot from another slot, check through another power supply & graphics card but no solution. Already reset the bios & updated the current bios but still same.
When windows login screen appear askign for password. USB keyboard & mouse light is off, after 5-10 seconds light are coming, now working fine.
Processor : AMD Ryzen 3 2200G (Code Name Raven Ridge)
Bios : 10.60
RAM : corsair vengeance ddr4 8gb 3200mhz
Power supply Corsair VS650
Is there any motherboard issue or need to change some bios settings or it is normal. Few days ago its takes 12-15 sec to display appear.
If anyone has a motherboard like this, please confirm.

Does not seem normal. What is the Last BIOS Time shown in Windows - Task Manager -> Startup Apps -> Last BIOS Time
What if you even disconnect USB kb/mouse and check again?

Thanks for your reply, But last bios time 18.3 sec, Actually booting time not slow. To come display on motherboard its takes time after that one more automatic reboot then start os loading. i already disconnect all usb device but result same.

Give this trick a try.
Shut down Windows. Turn off Mains button. Disconnect the PSU plug from the socket.
Now short the two pins of PSU plug using a metallic object like a screw driver for 30 - 40 seconds.
Now long press the power on button on cabinet (Keep it pressed) for another 30 - 40 seconds.
This will remove any static charges from the PSU and board.
Reconnect everything and give it a go.

as you mention I do , but no improvement. What happen i dont know.

One more thing you can try, if you are comfortable is to try to run the system bare without the cabinet.
But this is tedious and requires you to put everything back into cabinet later and can damage something if you are not familiar with PC building.
You can power on the system by momentarily shorting the PWR pin on mobo.
It appears to be some sort of HW fault to me though.
