This might be the only decent option under 18k. Many people say that 1080p isn't sharp enough for a 27" monitor. I have a 24" 1080p & I'm fine with it (Acer VG240Yp).

In case you see LG 27GL650F on sale for close to 18k, that is the best option.

its mentioend lcd on amazon - Amazon.in: Buy MSI Optix G241-24 inch IPS Gaming Monitor – Full HD - 144hz Refresh Rate - 1ms Response time – AMD Freeync for Esports Online at Low Prices in India | MSI Reviews & Ratings
The only true LED monitor are OLED monitors & those aren't available in India yet & definitely out of your budget. Otherwise most monitors are some type of LCD only with LEDs used for backlight. Both the monitors I suggested are IPS LCD ones.

Just search on Google a bit.

Avoid, TN panel. TN panels look bad because of poor colour reproduction & contrast ratio. Avoid cheap VA panels as well. I personally use Acer VG240Yp.
