Free offline way to backup & restore Android app data?

Is there a free offline way to backup app data from apps especially WhatsApp & games which don't have online backup so as to restore them when I reinstall the app on same or another device?

No free way unless you can make helium work on your phone(it is a hit or miss with more chances of being miss).

If willing to spend ~400 & root your phone then titanium backup pro is probably the best android backup app. There also seems to be good reviews for My Backup Pro My Backup Pro - Apps on Google Play & Swift Backup – Apps on Google Play (Indian dev).

Or Op can use migrate ,which is simpler and free. Root required again though and its the best option when switching custom os.
Or if Op do not want to root he can also make a backup of apps using a apk converter app and install them, photos and other other media can be transferred to a alternate storage) .He can then download a backup of data from cloud(no option of backing up app data without rooting).

As in migrate to a new ROM? But wouldn't you have to backup your stuff anyway before you flash a new ROM, unless you are dirty flashing.
No , migrate is a app on the play store which creates a zip. file for all your apps and data which you can flash in recovery mode and then choose which apps/data/permissions to restore. Dirty flashing or clean flashing is generally THE recommended way to flash ROMs on many custom ROMs and devices (mtk ones generally REQUIRE it ) and thus clean Flashing is a common scenario to require the use of a offline data backupapp and hence my recommendation .

I am guessing this also needs an unlocked bootloader as I doubt oem recovery comes with such functionality.

Well, I didn't tested it on stock. Perhaps op can try the 2end method if he does not have root ,or if he has root access and didn't unlocked his bootloader and flashed a custom ROM he can try the method that you listed , depends on his needs.

Root the phone and use Titanium backup. That's what I do restore game data when I install new custom ROM :)

For whatsapp the online gdrive backup is sufficient or else don't copy the whatsapp folder in new device you will get the backup restored.
