Nothing fancy. Should be able to click pictures of class notes with back camera. Basic video call requirements from front camera.

6. Preferred operating system? (Android, iOS, Windows Phone, etc).

Android, with LineageOS support (official or unofficial)

7. Preferred connectivity options (3G, 4G ready).

LTE

8. Primary use of handset (multimedia, camera, internet, gaming etc)?

Calls, email, and bunch of social media apps like telegram, whatsapp, instagram, etc. Some low requirement games

9. Any specific mobile phones in consideration?

None

10. Any other info that you want to share

Dual SIM , and a dedicated slot for a micro SD card is a requirement.
LineageOS support is a requirement.
Preferred if there are no hardware navigation buttons (home,back,recent).

OLED is not possible within 10k budget.You need to spend atleast 14k for dedicated memory slot also for 10k your only option is redmi note 4 32GB version.

If you are into custom roms then no it won't matter.

just mentioning this , haven't looked at detailed reviews yet..

It's not that you can't get an OLED phone within this budget , it's that you will not get a powerful processor, more RAM and all.. if your usage is simple and doesn't involve too much multitasking , gaming etc it's worth giving a look..

It uses SD 410 .. a very old chip but this is the most popular chip , so it may be supported for long unofficially .. Cameras should be decent as well with f 1.9 aperture.. and you get the best after sale service but then No custom roms then..and ofcourse very poor value in terms of specs when you compare it to xiaomis , motos etc .. weigh pros and cons then decide
