I would like to buy a mobile with following specifications.
1. Size = 115 X 64 mm of length and breadth. I had already dumped the samsung grand for its huge size.
2. both front and back camera ( 5 MP for back is minimum)
3. If gyroscope is present, it would be great A blackberry phone has the desired gyro, but I prefer the android OS over the blackberry ones.
4. External card slot is a must.

It might be your best option. Even though many people would not recommend Samsung but I'll say get it, considering your size requirements. It will soon get kitkat upgrade

2. Both Front and Back cam (8MP back camera)
3. Proximity, Light, Accelerometer, Compass, Gyroscope sensors present
4. mSD card slot present

The thing with your dimensions is, that even S4 Mini doesn't qualify at 124.6 x 61.3 x 8.9 mm. That length requirement will filter out almost many phones today. So, both the L90 and S4 mini aren't too far off the quoted figures and come with all the above specifications.
Now, if you require a better camera then go for Samsung. But if you need slightly more performance, then go for L90 as it is a recent phone and runs on Kitkat at the moment. Though your S4 Mini has a higher RAM at 1.5GB
I'd have easily suggested you the Xperia Z1 Compact for you compact needs, but it is way costly than anything ever mentioned here
Edit: A note about Zenfone
1. Sized outside your preferences
2. x86 architecture limits app compatibility (Intel based phones are a joke compared to Qualcomm powered devices based on sheer numbers alone)
3. Zenfone division of ASUS has limited service network (didn't exist in my city)
Now if you can overlook these shortcomings, especially after visiting the nearest service centre, then Zenfone will currently be the most rewarding purchase you are going to make. If it can be described in just one word, beautiful.
Also note that both L90 and S4 Mini may not be available within 15k. I know there might be a chance to get the L90 but for S4 Mini you might have to look a bit harder because it has been one of the best selling phones so everyone likes to make the last possible buck
