welcome to TDF :D
first of all ,gt 610 is not such a gpu which can play all the games you throw at it.

now for your problem, try this.

1)press Windows+R key and type msconfig.exe and press enter
2)select the Boot tab
3) Click Advanced Options
4) Uncheck the Maximum Memory option
5) click OK and then Apply the changes
6) Reboot
and see the problem is actually fixed or not. also put the ram in another slot and see any changes.

no i have 64 BIT windows 7 and still full ram not usable
i though that 64 bit supports full ram that we put into it
so, i upgraded it from 32 bit

i am assuming you formatted & then installed 64bit windows because you can not upgrade(this term is used for os install without format) 32bit windows to 64bit windows.btw have you tried taking off you graphics card like i suggested earlier.

i have seen some other forums for the same they said that there is a option called memory remapping in the main gigabyte options of the motherboard to cut out or lessen the ram used by peripherals that is given by the os. but i cannot find the memory remapping option in the gigabyte menu bar

This happens when a portion of RAM is reserved for some system processes. Some option in BIOS if I remember correctly. You need to modify that.
And this might help

Thank you all for this great help
But can i now put a 8gb new corsair ramstick that would make a total of 10 gb ram 2x1gb + 8x1 gb. I will remove the 2gb ramstick amd sell it

Now i get a ram rating of 7.4 is it enough to run games that are very demanding
The rating shot up form 6.3 to 7.4
do i need to buy the 8gb ram?

As of now all games can be played with 4GB provided you have a decent GPU. There are some confusion about upcoming "Watchdogs".
BTW which RAM are you using?

I don't think you need to buy a 8GB RAM as of now. For your existing setup the 4 GB will do fine IMO
