Go for intel rig you can also opt for XEON processors..
Get nVidia quadro 2000...
Opt for litllebit cheaper cabinet (corsair carbide 500r)so you can get better Core components..
Go for samsung 840 series 128GB ssd
I think Seasonic PSU X760 is much better than TX series by corsair.
Get asus 24x B5st dvd r/w

also G.skill RipjawsX rams have better performence(& OC potential)

Go for intel config.if you are able to spend 15k for mobo, get asus gryphon so that when broadwell(intel's next architecture) arrives , you can upgrade to a k series processor and overclock. get 128gb samsung 840 pro ssd instaed of kingston as it is much much better. for psu as suggested earlier get seasonic x760 or corsair ax760. go for wd black hdd. for case i recommend to get Cooler Master 690 III here Buy Online Cooler Master 690 III ATX Mid Tower Computer Case (CMS-693-KKN1) in india

>OP clearly mentioned NOPE to overclocking... so no need of Z87 gryphon.
>IMO OCing a workstation PC is not good.
