Temporarily disable Windows Defender as described here.
Do a clean boot as described here, while in “clean boot” mode run updates again. Credit: Abhishek @ his comment from March 20th.
Run the Windows Update Troubleshooter, then restart the “Windows Update service”. Credit: alanjingram @ his comment from March 21st.
To restart the Windows Update service open Command prompt with elevated permissions
Type net stop wuauserv then press enter
Wait for confirmation message
Type net start wuauserv then press enter
Wait for confirmation message
Upgrading windows from Build 1511 to Build 1607 as shared by bett01 in his comment from December 23rd, 2016.
@bett01 couldn’t not solve the issue, and while all his clients updated before the November fix, they all failed during December. Upgrading his clients build to 1607 solved the issue. Thanks bett for sharing!
