View Laptop (HCL) BIOS in External Monitor (Samsung LED)

Hello, I desperately need your help.

My HCL Laptop's (Running Windows 7 Ultimate x86) Display has been malfunctioned and showing nothing, so I bought a Samsung LED S20B300B 20" HD Monitor and connected it using VGA Cord with my laptop. But the problem is that, The external monitor is only starting working from the appearance of the Windows Log On screen but It's not showing BIOS and "Starting Windows" dialogue with the glowing windows icon above (Booting Screen).

I can feel that if my OS crashes or if I need to replace or change the OS in future then I will not be able to perform that action as I will then also be unable to access my BIOS and Boot menu like today. Please help me. How can I be able to even see and control the BIOS, Boot Menu and everything which usually happens to all laptops' built in monitors on my External Monitor?

First off: That red hits the eye. black text would do just fine.

Its a fact that some monitors are not able to display non native resolutions. AFAIK, there is nothing really that can be done, except use another screen.
