Tablet with 3G Support (SIM) strictly under ₹15k

Budget is strict, need for basic use like skype calling, reading documents, good battery life, SIM support is mandatory, 7" would be adequate, but any size is welcome. Any suggestions?

dell rarely updates their android products and doesnt release source so no custom roms
asus fonepad 7 is a better choice unless you extend and get Nexus 7 2013(recommended)

And Dell v 8 for 8 inches choice is yours since Asus will probably not upgrade to 5.0
